These are just a rough draft - I'll edit them if needed.
Cyro Cliffs There is the hint of danger in the high, striking cliffs of Cyro Island. Perhaps it is the jagged peaks that appear to have taken over the sky, or possibly it is the many places where the shale has broken down into sharp pieces. The many paths that wind through are steep and often become little more than ledges against the rock face. Breath taking views and flying-type Pokémon can both be found here, but it will not be easy to find either.
Cryo Steppes Far above the sea lays the Cryo Steppes. The gentle slopes of these hills fill most of the island, and could even be considered the centerpiece of Cyro Rock. They are always covered in deep snow, except for rare occasions in the summer when the warmth is enough to melt the snow and allow small, delicate flowers to bloom on the uncovered ground. This is often the view seen from the Cyro Cliffs.
Chemical Processing Plant The Chemical Processing Plant is an abandoned, sprawling building hidden within the hills. It is empty except for the various Pokémon who have made it their home. The three levels are filled with the broken glass from the windows that were once there and the rotting wood of desks and chairs. Sunlight and snowflakes drift into the rooms in the day, and most nights the moon will provide enough light to explore it. On the first floor there is a rusty door near the stairs, which leads to the basement, the place where the scientists who used to live there kept everything they wanted hidden.
Acero Beach A perfect beach, filled with soft, fine white sand and an assortment of seashells. The ocean itself always appears a beautiful teal colour, and the waves are never small. It is sunny throughout the year, making it a favorite vacation spot. There is a well known resort near the mountain that offers rich food, tour guides, and a comfortable place to sleep.
Solenoid Caverns The caverns underneath the mountain of Acero Isle have a deep darkness that dims any light brought inside. There are paths through them, created by the long gone rivers that carved through the dusky blue stone. Echoes are common because of the large rooms that are found in the paths. It is rumored that precious metals can be found here.
Ferroworks The Ferroworks are an enormous factory that is no longer used. There are rooms that are the size of houses, and completely empty, making it a good place to visit if you want to be alone. Mines and smelting houses can be found here. Most of the metal found is beginning to rust, but in the rooms near the center of the factory you can find molten steel.

drafting character rules[/b]
I'm not quite sure how to do this, but I think that it's rules of creating a character, so I'll guess I'll start with a list of what not to do and try to work from there.
- No legendary pokemorphs/gijinkas (assuming we even have these) - No Mary Sues/Gary Stus (put link of that Mary Sue test in here) - Must have 200 words for appearance, personality, and history. - Must have a name, gender, age, appearance, personality, and history. Note: Other things may be added. - Must use proper grammar and spelling (mention that checks will be done, and errors pointed out will have to be corrected before acceptance).
This is...all I can think of. I'll edit it later into something nicer and prettier - right now I'm just putting in some framework.

Boss researcher quests, according to HMs.
Surf: Go to a little rocky thing that can't even be called an island and study the dynamics of clan of Pok?mon that live there. We often need an update on this interesting, isolated group of Pok?mon. Danger: Members of the clan often fight each other, and they don't mind bringing an outsider into the conflict. The island is very rocky and steep, and the rock crumbles easily.
Fly: Study the mating habits of flying type Pok?mon. At least three mating habits must be observed. Danger: The Pok?mon will sometimes attack anyone nearby to prove their strength to the one they want to mate with. The storms come suddenly in Solastella.
Dive: Investigate the deep hole in the ocean's floor, and give us a long report on everything seen. It's very dark here, so a light would be useful. Danger: Aggressive Pok?mon and the darkness itself. Many researchers don't come back and the ones that do bring back stories of underwater volcanos and strange Pok?mon that attack them underwater.
Whirlpool: There's a place filled with whirlpools and Gyarados. A shiny Gyarados lives here, and we want to know everything about it. Go there and send us a report on how it’s doing. Danger: The wild Gyarados that live here attack everyone, for no real reason. Many researchers have been dragged under the water by Tentacruel as well. The shiny Gyarados that is to be found is possibly the most aggressive of them all, but you may not catch it and you must not harm it much at all.
Waterfall: After going up two waterfalls you'll find a strange cave with glowing crystals. Find out what is behind the strange, rusted iron door. Danger: Powerful, grim, mostly silent trainers and crazy scientists (who are also powerful trainers) guard this area. They don't have a sense of honor; they have no problem attacking the researcher with their Pok?mon in order to get rid of her/him - and they don't worry if they've killed the researcher either.

Bracken Gym
Leader: Bo Lilka Nerys 'Red Monsoon'
a) Gym description: The 'gym' is mostly a small, slightly mishappen square of black and white patterned tiles on the edge of the cliff beside the village. They are the remains of a long since forgotten temple. There are four pillars carved of stone standing on each corner, but only one of them supports anything and what it supports is only enough brick and ceiling tiles to create a tiny alcove. This decay is typical of the ancient temple; the tiles upon the ground are often cracked through and some of the ones near the edge of the cliff have fallen off. There are piles of broken white and black marble. The larger pieces in these piles have claw mark decorating them.
b) Gym leader appearance: Bo has straight black hair that doesn't fall further that her shoulders and bangs that almost cover her rich dark brown eyes. Her skin is the colour of milk chocolate. She is a little shorter than the average height of a woman and is rather sensitive about it. Bo has an hourglass figure, but no one would call her slim, just as no one would call her a body builder. If anything, she looks like what many would think someone who never stops moving ought to look like. It's impossible to know her age, but she looks as though she's in her early twenties. Her smile is a little too big for her pretty face and but that doesn't matter because she prefers to grin. She tends to wear a pair of black jeans a fitted lavendar gray T-shirt, and a slightly too big maroon trenchcoat. Bo will sometimes tie the trenchcoat around her waist in the summer or wear differently coloured clothing, but she's never without her brown hiking boots.
c) Gym leader personality: Bo is a woman who gets her own way through sheer force of personality. She isn't subtle or tactful at all but there's just something about her that makes people give her what she wants, and it isn't purely intimadation, though that is a factor. Some people call her 'bright' and some people call her 'charismatic'. She is clever, honest, stubborn to a fault, and semingly unafraid of anything. Her mind doesn't seem to work quite like other people's minds; she would cheerfully let someone go to certain death if that's what they wanted but she won't battle an unprepared gym challenger. Anyone who meets her has a hard time thinking of something Bo wouldn't do.
Name: Darling Species: Dragonite Gender: Female Level: 60 Moves: Roost, Focus Punch, Dragon Claw, Safeguard Ability: Multiscale Personality: Darling is a sweetheart. She doesn't really want to hurt anybody and would prefer if they just surrendered quietly after a few moves. This gentle nature doesn't make her any less of a fighter, but it does make her less dangerous; she isn't likely to kill anyone. Darling often has a soft, dreamy smile on her face while fighting, which makes it difficult for anyone kind to want to harm her and difficult for anyone to believe she could harm them.
Name: Brat Species: Garchomp Gender: Female Level: 61 Moves: Dragon Rush, Earthquake, Stone Edge, Hone Claws Ability: Rough Skin Personality: She's rude, rough, and refuses to ever back down. Brat likes to boast about herself and taunt others more than anything other than beating someone. Her boasting has some truth to it. Brat is strong and knows when to attack and when to wait in both battle and life. She hates to lose and if she ever does she'll start to cry, not in sadness but in anger. Surprisingly, she can be very graceful and charming, but chooses not to be.
Name: Zhi Species: Kingdra Gender: Female Level: 62 Moves: Focus Energy, Dragon Pulse, Surf, Agility Ability: Sniper Personality: She is one of the rare ones who have both intelligence and common sense. Zhi spends her time analyzing others, in battle and out of it. She's naturally curious and relatively friendly, but she is always cautious. She thinks about things before she does them, which sometimes slows down her reaction time but means it's nearly impossible to catch her in some kind of trick. It takes a lot to make her angry, but even when she is furious Zhi won't lose her temper, instead calming plotting how to end the one who has made her angry, taking into account outside influences.
Name: Imp Species: Haxorus Gender: Male Level: 64 Moves: Dragon Dance, Dragon Pulse, Guillotine, Reversal Ability: Mold Breaker Personality: Imp is generally known as far too clever for his own good. He likes to tease people, learn new things, and make up short poems on the spot. Naturally very sarcastic and pesstimistic, he loves to point out the flaws in any plan that's shown to him. Despite all of this, Imp likes the company of others, mostly because he enjoys an audience for his wit. He isn't arrogant and knows his own weaknesses very well.
Name: Witch Species: Hydreigon Gender: Female Level: 65 Moves: Dark Pulse, Work Up, Flamethrower, Draco Meteor Ability: Levitate Personality: A cold, formal creature who doesn't appear to enjoy anything about life. Witch is naturally arrogant and doesn't bother to hide it. Unfortunately, her arrogance is almost justified in her pure power and skill. This means that insults and attacks both seem not to effect her. The only thing that can break her icy wall of superority is harming either bo or one of her team members and telling her about it. That and that alone will make her furious. She will forget everything else in her desire to find avenge her friends by tearing the one who hurt them into pieces and then burning those pieces into ash.

just gonna post in here the movesets for the water e4 gal, if that's cool? these are just suggestions, i don't claim to be really great at moveset building! changes to things that don't look right are encouraged. but explanations for each set are given to at least prove i thought a little on it hahah. first off, i'm gonna suggest the inclusion of politoad because of its dream world ability, drizzle. that is a REALLY GOOD ability to set the stage for a water-type team, and so politoad would make a great opener. i built a moveset for him/her as such, although s/he does not need to be used. it's just an idea. not sure who to sub out for politoad, though. possibly slowking. politoad (WITH DRIZZLE): mud bomb, double team, bounce, water pulse an EXTREMELY OBNOXIOUS moveset to be up against, especially if politoad spams double team and mud bomb. covers its weaknesses, first of all, and also is intended to make politoad nigh untouchable. between lowering enemy accuracy with mud bomb, raising its own evasiveness with double team, being unhittable every-other turn with bounce, and confusing the enemy with water pulse (which gets a really nifty power boost from drizzle), politoad is likely to last a while not because it's sturdy (although it isn't awful in that regard either), but because you just can't hit the little bastard. essentially can take out two very significant weaknesses for the team, presumably while taking minimal damage itself, and in its wake will leave rain to boost whoever follows after it. the only issue i can see is that in a roleplay setting, we typically go by the 3-miss rule. i feel as though a certain number of evasiveness-increasing or accuracy-lowering attacks should result in extending that to 4-miss or 5-miss to some kind of limit, but i'll make a separate thread about that. (it sounds annoying, of course, but that is exactly the point.) next i'd like to maybe suggest replacing lapras with kingdra. water/dragon is an INCREDIBLY good typing, leaving it with only dragon as a weakness. not to mention it has great stats. it's an all-around awesome Pok?mon and while lapras is also good, kingdra is almost as sturdy and deals a bit more damage. only issue i can see is the dragon gal has a kingdra, so maybe not, but yeah. again, just a suggestion, and i'll still build a moveset for lapras in case this gets vetoed. kingdra (with sniper, holding persim berry): outrage, dragon dance, waterfall, focus energy although kingdra can be either a physical or special attacker, and it does have more special moves to access, i went with a physical set just to break the chain and take advantage of dragon dance. outrage is a DEVASTATING move that no type is resistant to, and which will take out dragons in a fell swoop. the only downside is that it causes confusion after three turns, and must be used consecutively for those three. the persim berry will cure the confusion as soon as it hits the first time, though, and spamming dragon dance and focus energy before using outrage, on top of its sniper ability which makes critical hits not double, but TRIPLE the damage, will cripple anything kingdra comes across. waterfall is once again there for the flinch chance, and as a physical water move that takes advantage of dragon dance. last potential change is putting in a water/ground type. right now the current team gets hit REALLY hard by electric-types, and despite having moves to counter electricity, we don't have any resistance to it. grass we can handle easily with water/ice and water/poison, but everything on this team has issues with electricity save for lanturn. lanturn works, and doesn't have a x4 grass weakness, but we could instead replace it with a swampert or a seismitoad. keep in mind that despite having a x4 weakness, that is its ONLY weakness. i made up a seismitoad moveset just in case this is voted a good idea. seismitoad: sludge wave, muddy water, earthquake, supersonic sludge wave, boom, grass types taken care of assuming that tentacruel or lapras don't handle it first. not a problem. now we have an entire moveset to mess around with! fun, right? seismitoad is both a good physical and special attacker, so earthquake and muddy water are both strong and both get STAB. awesome. plus, muddy water lowers opponent accuracy, while supersonic can be spammed to keep an enemy confused and sludge wave can poison them so while they're trying to attack in vain, their health is being sapped. pretty straightforward, but it does the trick! tentacruel: hidden power (ground), hex, water pulse, sludge wave since i figure ground-types aren't going to be used very extensively in this fight, and a water move will deal with its ground weakness anyway, no need to worry extra about it. and thankfully tentacruel will wipe out grass types pretty neatly, covering its team's weakness to that! instead i focused on covering its psychic and electric weaknesses with hp ground and hex. hex is pretty weak without some type of status ailment, though, hence water pulse (which confuses) and sludge wave (which poisons). i dunno if confusion counts towards hex anyhow, but both statuses are really good things no matter what. this is probably the set i thought the least about, though, and honestly tentacruel might be better used laying down toxic spikes to back up gyarados' dragon tailing, although that does mean one of its attacks would need replacing at least. hex could go, and then water pulse could be replaced with something else perhaps. needs a bit more time to decide what we want tentacruel to do. personally i think that maybe getting a Pok?mon in tentacruel's place that can lay down spikes and toxic spikes would be a wise decision, if a water-type exists that can do that. if not, making tentacruel a spiker is a good decision. FOOD FOR THOUGHT IDK gyarados: bulldoze, waterfall, ice fang, dragon tail despite its x4 electricity weakness, gyarados is pretty damn beast with its high attack stat and bizarre dragon-like movepool. not many water-types can boast extensive access to fire and rock/ground moves. first step, though, is taking care of electric-types, and that's what bulldoze does while also lowering electric-types' speed. since gyarados is fast but not exceptionally so, and electric-types tend to be speedy, this is a really good thing. then it gets waterfall, which was chosen for A) being a strong physical water-type move, and B) for the flinch chance. now it has no weaknesses to worry about and a water-type move to get STAB with. unfortunately gyarados has no access to flying-type moves in gen 5, for some reason, so ah well. might as well give it ice to handle any unruly grass-types before they can eat up its teammates. although it's weaker than other ice moves available to gyarados, i chose ice fang since it's the only PHYSICAL ice move. gyarados has pretty poor special attack, so physical is essentially required. and finally, just to be a huge butt, dragon tail. just freeze em and smack em out of the arena until the whole enemy team is incapacitated. the issue with this is that it doesn't have any status moves to use while it's attacking, so i'm up for changes. ice fang could be replaced. slowking: focus blast, nasty plot, psychic, scald i'm not so sure about keeping this guy, since he has so many weaknesses that would need covering. he has enough that to cover all his weaknesses the entire moveset would need to be just coverage if we really wanted to make sure everything could be dealt with. unfortunately, that's not feasible. even more unfortunate is his inability to cover these weaknesses well. he's a special attacker through and through, but the only ground moves he has access to are physical, so electricity can't be countered. the only offensive dark move it can learn is pretty awful, and it doesn't know any offensive ghost moves, so ghost will wreck it. focus blast is what i had to settle on, so at least dark-types are dealt with and it can deal some pretty heavy damage. instead of bothering with an ice-type attack, since so many grass-types are also poison-types, i threw on psychic and nasty plot. nasty plot is probably the best move slowking has access to, making it a special offensive powerhouse even more than it already was. and, since this is a water gym after all, he gets scald. fire-types won't be used against this e4 member unless the user is really dumb or really positive in their own coverage abilities, so the burn is a great thing to have. slowking's defense isn't as impressive as his special defense, so making the enemy do less physical damage is a smart thing. plus scald is a special attack and again, with nasty plot (and STAB), it'll wreck shit. still, i'm not sure about slowking. might be worth replacing with politoed? need input on this. empoleon: ice beam, flash cannon, hydro pump, earthquake empoleon's movepool confuses me. as a Pok?mon it confuses me in general. it looks like it'd hit hard physically, right, like it'd slap yo face right off, but instead its stats make it clearly a special attacker. why would they give a Pok?mon meant for special attacking a great attack like sword's dance, and metal claw which is physical and increases attack stat, and so many physical attacks??? why not just make it a physical attacker like it really probably should be? it doesn't even... make sense... but whatever. DID WHAT I COULD, at this point the attacks are probs pretty self-explanatory, except earthquake. it's a strong move and empoleon's attack stat doesn't SUFFER even though its special attack stat is far superior, so might as well just take out electric-types as best it can. lapras (holding chesto berry): ice beam, rest, surf, psychic slowly... losing... energy... lack of sleep catching up... gghghh. anyhoo here's lapras. being water/ice gives it more weaknesses than i'd like, but it's pretty bulky at least and can cover most of them with STAB moves. i was really tempted to give it sheer cold, which would have 100 percent chance of fainting the opponent if spammed three turns in a row. 3-dodge rule. 8) worth considering that just because working the system in such a way would be hilarious. actually, did you know that lapras has access to like 3 different instant-KO moves? go figure! not to mention it also has perish song. truly hilarious. ah well. instead of trolling that way though, i'll troll a different way with the delightful rest-chesto combo! use rest, return to full health, wake up immediately, ???, profit! yes good. ice beam and surf are pretty standard, and also pretty nice in that they get STAB and also take out grass and rock. psychic is just a good move and handles fighting-types, so there we go. a fun alternative would be ditching rest and psychic and replacing them with sing and dream eater. frees lapras up to get a different held item, too. so many fun possibilities. :) lanturn: signal beam, charge, discharge, hydro pump my main issue with lanturn is that its attacking stats are nothing impressive, and it frankly doesn't excel in anything else except for HP, which is pretty useless without the defense to back it up. strongly suggest replacing it with seismitoad for this reason. still, here's a moveset! signal beam handles grass and psychic (for tentacruel), and also has a chance to confuse, which is really cool. charge and discharge make a good combo, both increasing the damage of discharge and attempting to make lanturn a bit more bulky. it still has shitty defense, but it can bolster its sp. defense a little. aaand hydro pump just because.

Alright, I'm good with getting rid of Slowking, but I'm not putting Sesmitoad in. Politoad would be fine to have. I'm going for a Solastella theme here, so the Pok?mon will fit. Whether they like it or not. And so, if you want a new Pok?mon, it shall have to fit the criteria of sunny or stormy. (I was also trying to give them each two typings....)
What else. Ah. If Graz says no more than three evades, we put instant KO on Lapras. E4s are meant to be hard, after all.

i feel like going with this type of theme for a battler, not a coordinator, is seriously limiting her ability to be what she's supposed to be as a water-type e4 member: arguably the best water-type trainer in the region. being perfectly frank, i do think that lanturn should go and be replaced by seismitoad whether it fits or not. slowking similarly should be replaced by politoad simply because politoad is smarter for the overall team strategy. granted if you decide you'd reeeeally like to go with this theme, i'm not gonna fight it too hard because whenever i get kenzie to the e4 i'll be able to more effectively eat up this girl lol. WHATEVS WHATEVS! plus the theme is a cool idea, i just think it's better suited to a coordinator. and there will be a coordinator equivalent to the e4, right? i forget what was decided on that, but.
no more than 3 evades is already a thing! stated in the battle rules, like so:
"10) Once you have had three consecutive turns with a negate or dodge in it, your next turn may not have one, and you are not permitted to use moves like Detect or Protect. This rule only applies to damaging moves. If you negate or dodge a non-damaging move, your ‘dodge count’ is not increased."
on to the lapras thing: to be honest, i don't think having a move that potentially NEEDS to be spammed three times in a row makes lapras any tougher than actually having moves that are functional without silly spamming lol. it was a funny idea but probably not wise for an e4 member, because it doesn't make things hard so much as it makes things really cheap. but i'm still for changing to that if you'd like it, i don't mind either way. could ditch rest for it i suppose, although it gets rid of the strategy that allows lapras to recover.

I guess it would work better with a coordinator, but I like my Solastella team. Hmm. Well, we've agreed on Slowking for Politoad, anyway.
About Lanturn, alright, they can go, but isn't there any other Water/Earth we can put in instead of the toad?
Yeah, I guess we should make her cheap, though it'd be fun. So Lapras stay as recovering Pok?mon. I hate those types anyway. 'Death' and....recovered.
And hey, I didn't post on the c-box this time, it's amazing.

alternative water/grounds would be quagsire and swampert
whiscash too but i don't think it's as good
so if either of those appeal more i can come up with something but yeah those are the options if we want water/ground, which we really really really do
anyhoo i agree that a team representing solastella is really cool! and like i said if you do want to do that and don't like the water/ground options then lanturn, while not a wise choice, is doable with the moveset i gave it.
also spidey suggested a different moveset for lapras, for maximum trolling: hydration as an ability, then rest, toxic, surf, and ice beam. as long as politoed equips wet rock and goes directly before lapras, it'll be able to rest to its heart's content and not fall asleep without the need of a berry! we could replace one of those moves with rain dance if we want too.

Okay, water ground = important. Fine by me. Though, if we end up with a Kingdra, would that mean cutting the water/ground? Or something else? Swampert I don't mind, but I'd like to ask Graz about it all before I make any final decisions. So you've gots lots of time to drag me around to your point of view. As for the Lapras - you guys are genii. I would've never thought of that, but it's perfect, isn't it? That Pok?mon will exist forever. And ever. I don't know if we want to do Rain Dance move (thought that'd be endless, I'd think) or Politoad with Wet Rock, but either way it's amazing. Lapras could even have an item...I completely forgot about giving Pok?mon those before. I should've asked you guys to do dragon girl's movesets, except maybe not. She isn't a thinker type, but this E4 girl is. Also, we should really have a thread for mods somewhere about how these Pok?mon are supposed to be used; I'm pretty sure I'd forget all of this.

the more i thought about it the more i think a kingdra isn't necessary, particularly because the dragon gym leader has one. so nope, i'd say it's water/ground or the highway pretty much. and ooh, i get to attempt at convincing? i like doing this. well, benefits of seismitoad: clear choice over quagsire, at least. and comparing it to swampert, seismitoad's main advantage is that it covers grass-types better; swampert is a physical attacker and so giving it sludge wave would be less effective. might do more damage to anything that isn't grass, presuming their defenses aren't too high, but if it can't deal with its own very glaring x4 weakness i dunno if it's what we want. swampert is a very viable option, though. either way, you said it yourself, this gal is a thinker. so she'd definitely go for one or the other i think. and no, i think if we do decide we still want a kingdra (and the moveset IS very different from the dragon gym's kingdra, at least), empoleon will be the one we want to cut. empoleon is just not very phenomenal and it wouldn't be missed. also on the subject of the lapras, spidey informed me that once drizzle makes it rain, it will continue raining until another weather effect kicks in. SO we may not even need the rain dance, and politoad won't need the wet rock, either :0 still might be wise to slip a rain dance onto someone else on the team just in case someone brings in a Pokémon with sunny day. but yeah, this lapras will not die. ever. unless someone counters the drizzle. THANK YOU SPIDEY oh good idea on making a thread on strategy; once i can get into the mod board and we have a nish seal of approval on the final team (which looks to be, at this point in time, tentacruel, politoed, lapras, seismitoad/swampert/lanturn, empoleon/kingdra, gyarados, all with movesets tentative), i'll make that thread. once we've decided which Pok?mon we're cutting and which we're replacing them with, i'll make another post with the final team and the movesets we have so far. then we can go from that point.

'Kay, so first off, Spidey is awesome and Lapras will never die, probably even without Rain Dance, though I might give the Lapras the move just to be sure.
Second, thread strategy has been tentatively decided as a good idea, so we'll bug Graz about that when he gets back.
Third, if you think the lanturn is as good as swampert/seismitoad, then you can just delete it. I don't mind. I just liked how they looked and that no one ever uses them. Suppose there's a reason why...anyway, as for the last few divisions, I'll decide them in the morning. Tired tonight.

Got my friend's Water monotype team from him (he did very well with it in monotype matches, until drizzle+swift swim got banned)
His team was: Politoed Drizzle Ice Beam, Psychic, Surf, Focus Blast
Lapras Hydration Rest, Rain Dance, Thunder, Surf
Ludicolo Swift Swim Giga Drain, Focus Blast, Ice Beam, Leech Seed
Lanturn Volt Absorb Hydro Pump, Protect, Thunder, Toxic
Kabutop Swift Swim Aqua Jet, Waterfall, Stone Edge, Rapid Spin
Kingdra Swift Swim Waterfall, Surf, Outrage, Dragon Dance
and since I know it was said that Kingdra probably wasn't going to make it on the team, I asked him for the Octillery he used to use (before I gave him Lapras)
Octillery Moody Surf, Flamethrower, Thunder Wave, Signal Beam
Use these however you want, just more ideas =D
